I tried to start my 09 vt400 but not luck. I know it's not the battery as the colours green and it's producing 12 volts. Everything sounds normal it just won't kick😤

Is it making any sound at all? Can you hear the fuel pump? All the dash lights and headlight work? Could still be the battery, even though it reads 12v. My guess is probably dirty contacts in the start switch. Pull it apart and clean all the gunk out of the contacts with cotton buds and metho and then put a bit of vasoline in there to lubricate and protect the contacts.

The kill switch is not active, and it makes all the normal noises I.e. starter, engine moving and fuel pump

So the engine is actually turning over then, just not firing? If that is the case, check you have spark at the plugs, if you do, then check for a fuel blockage. I am assuming it is fuel injected being an 09?

The fuel being used is standard unleaded

Your engine needs fuel, spark and compression to run, so check these.
Check your fuel tap is on (stupid but I have done it) Check you are getting spark using a timing light or pull a plug lead and use a screwdriver 1-2mm off the engine case, look for spark.
Common problems can be flogged ignition switch and dirty contacts on your handlebar switch blocks. Check clutch and kickstand micro swithes are plugged in and working
Check battery terminals are tight and clean.
